Upon Damage delt to Opponet Cause Bleed for 6 Seconds
Cons
-20%Charge Time
If Hit Wall Become Stunned for 3 Seconds
5% Slower Base speed

This is a bad idea
It takes the headgear slot, so you basically couldn't wear a hat
