Nah, it's a hat so the stats are:

-You wear it on your head.

+100% headshot resistance
-300% bullet resistance

You have no skull, you can't be headshot.
You're very fragile, 1 uncharged bodyshot deals 150 damage anyways.

+Friggin' Horrifying. Enemies run away, making the objective much easier.
-Can't remember how to play while wearing due to a lack of brain.
