If you run the server in Singlplayer mode, then the sounds of footsteps will be missing, because in the code of VOX pack there is already a premade part for custom sounds. This part is currently empty, as I'm looking for the best quality and most appropriate gear sounds when walking.

The temporary solution is to start the server in Multiplayer. (You don't have to play with someone btw, just make the server for two/four/eight players when creating it).
