I was really hoping to love this mod like all the other vagar mods but I'm having no luck getting this working. If I had to guess I'd say something was meant to be in the base vaults of vagar mod but that hasn't been updated since Apr 20th.
THE SOLUTION:
Reinstall the Vaults of Vagar: Basic armory mod. It should immediately fix the problem. The fix should also be retroactive, meaning you don't have to go to a previous save.
Just as another check, when did you add the .dll to the basic armory? The last update I can see to that mod was Apr 20th.
Edit: I've double checked again, the only .dll files I currently have in the vaults of vagar mod are labelled as smoketrail or smoketrailCE
Yayos' combat modifies projectile speed, part of this is an upper cap on projectile speeds. This results in the rayguns firing a laser and what looks like a charged shot projectile. I imagine this is because the laser is a graphical effect and the charged projectile is supposed to move too fast to see and deal the damage.
I don't know if you could patch it on this side of things but it's an easy fix for the user. Just go into Yayos' options and max out maximum projectile speed.
