Pacing/diff idea
So the mods been rebalanced to be a tactical shooter, but it feels way too chaotic sometimes, that and the difficulty is only balanced for legendary, so I have an idea.

Instead of the difficulty representing stats and all, all difficulties have the same stats as legendary. The difficulty then becomes a measure for how MANY enemies you face. That way on say, easy, you only encounter a few enemies, and few allies too, for a slower paced tactical experience.
