I'd swap out the Hattori Bandits with Kisho Ninja. I'd say a sneaky unit that's able to delete generals and scale walls at a fast pace is more useful in the beginning, than a (imo) worse version of Bow Ashigaru. You could also could argue it fits the clan theme better I guess.
I've seen you tuned down some of the other clans starting units, so the Mounted Gunners for the Tokugawa probably won't make it. I'd say that clan deserves a little treat though, given the rough start as a vassal. Flavor wise, you could argue it's maybe not too far fetched, cause they start off with the warhorse ressource in their province!^^
I have been looking for a mod that buffs major factions using this method using the dlc packs. My idea was to always make sure major factions never get killed off by minor factions and also so players get more variety in the early game. As the AI likes to recruit Bow Ashigaru a lot i think it best they are not a starting unit.
So how would my ideal mod look? Very similar to what you did but i would of maybe added at least two additional DLC units to the major factions using the DLC packs. Could you do this for the community? Or tell me how? Thankyou!

I think the Hattori Kisho Ninja unit appropriate. As for the Tokugawa clan they should have the Hero Ninja Hanzo Shadows or Hattori Hanzo.
