I'm not on steam to read other talking to me like a troll, a kid, or be moralistic with me.
I have more interesting thing to do with my time.
Then, be the change you want to see in the world. You can look at where the mod file is, take the part where the menu uses Chinese, and throw it into Google Translate. Put the results into a forum post, and voila! Your favorite mods will now have an English version, and it'd be from your own hands too.
Not everyone speaks English. I think the world's big enough to understand that. If 1/6 of the entire world speaks Chinese, you would need to understand that it's "basic and normal" for them to only know their own language. There's no use in being "furious" that someone doesn't understand your language. (If we flip it around, why aren't more people furious that you don't understand Chinese? Live and let be!) One day you'll realize that being angry at people for their language capabilities can make that person a bit of a knob. I'll hope for your growth.
Try giving a helping hand, the world gets better when you do so. You can see that the author's already trying to accommodate by having an English description; they just need a bit more help to reach an even wider audience. (Push comes to shove, Google Lens does a decent job with point-and-see translations.)

And there is a big bias of thinking in what you say, because it's not about how many people talk this or that language as mother tongue.
It's about "gaming"
And sorry bro, but the main language used in games, mods, programing, machine learning, and everything about electronics and informatics and game development, 3D modeling, sound management, and whatever I forget, all of this is in → English
The most used language in gaming is → English
I'm not from a native English speaking country, and because of this I have to adapt like everyone in the world, because games, mods, etc, aren't in my language most of the time, but in English ? yes, most of the time they are.
It's well know that it's the world global language used in technical job,all over the world, and it's the 1st language use on the net, sorry.
So easy to say "do it yourself"... I would if: "I know how to do it" and "know the language"...
"be the change" etc... It's so easy to say this, it's childish to say this.
I would if:
- I know how to do it (must be doable with a tutorial)
- know the language... who isn't
By the way, Chinese is one of this language who is really hard to learn on top of that, and it's far easier for a native Chinese speaker (or someone who learn it at school) to translate what he/she did, and then translating it in English.
From someone who isn't a Chinese speaker, or a native Chinese speaker, it's far to hard to be something doable for a random one.
On top of that, it's well know that machine translation is far from perfect, for Chinese and for simplified Chinese, even to English
Peoples can help to fix the little issue this and there, but the main thing is impossible if you don't speak Chinese, you can't guess what something is meaning.

There is some sort of frustration, of course there is, but why would I be furious in any way ?
I'm just seeing a lot of amazing mods from the China Moding community, and would like to use them, but when you understand nothing of what's inside, it's hard to enjoy anything.
I'm aware that in China, English isn't learn at school most of the time, but when you see a mod page in English, then we can assume that the in game settings would be in English too, seem logical, no ?
But sometime it's not the case, and yes, if frustrating, like if the job was half done, sadly.
I would be happy to help, but I can't, and it's sad.
Because of this simple fact, many players who see that the mod is in Chinese don't even try it, they fear to be in front a not understandable wall of words and no be able to have a good experience, and I understand them.
And there is the opposite case too, some mod in Chinese, with a mod page without a word in English, and most people would just ignoring it
But there is good surprise when you still try it and realize that everything in game, and the settings, are translated, but it's not mentioned anywhere.
When I see this I try my best to talk with the Mod author, and help him with English if needed, to add some words and help their mods to have more visibility and more users.
Because their work deserve recognition, and they deserve it too.

People assuming that they know what peoples thinking, even if they didn't mention what they think, are the worst.
