When you pass decision that gives you Atlantis kingdom title there is option to create new culture

I think the grand city of Atlantis should have it's own special building that like some of the fortification buildings like Hotin or Theodosian walls for example (Could rename it to "the Atlantian walls" or something)

It has it's own duchy building already, Great harbor
It might be worth to make a special building also, don't know

In my playthrough I also use mod Elf Destiny, so I just teleported portal as special building

My suggestion after playing the Canary Isles is to give the faith & culture of the Canary Isles an unique interaction with Atlantis. Making the islands part of the empire or giving the player a unique Casus Belli for Atlantis after forming the Kingdom of the Canary Isles.
Maybe the Guanche culture is a mix of surviving atlantean descendants & north-african people. It´s not far fetched to say the Canarys were an outpost/trading hub of Atlantis. The islands were known to the greeks, phoenician & romans.
The faith Achamánism has Volcanic Veneration as a tenet. Moving holy sites from Alexandria and/or Tunis to Atlantis ( if possible) or adding holy sites there could be an option.

And I agree, that Atlantis could use a special building. Either make the Great habour the special building or a palace/temple, imo

it may be worth working with the cities of wonder mod, using that mod you could easily create a powerful and unique city.

Nothing stops you from using Cities of Wonder mod
These mods don't have any conflict files and don't require compatch

I figured. i was simply suggesting that you could create stuff for Atlantis using that mod, as ive seen agot submodders do.

If I could make a suggestion, break the islands into smaller counties. the island of the hand could be 4-5 counties and the crown island could be 3-4 counties.

Also maybe add another small island or two for the central island because they are a one barony county/duchy.

The automatic addition of the word "the" in all of the counties and baronies is really annoying. Is there any way to remove that?

something that would be really sick is a unique MAA regiment that are pikemen that use tridents. that kinda works with the theme.

a new unique upgradeable building not in the capital that would allow you to use them or something would be rad

The volcano event should open some sort of vault with a chance to get some sort of cool buff or a new city on top of the volcano or a total Pompeii event as in you instantly lose a city.

When The Administrative government comes out forming the empire title should change your government to administrative it makes sense with the viceroys and let Unlanded adventurers colonize Atlantis also Make The AI Less likely to take the decision so as a unlanded we have more time

I Think that its fine with the new Legends of the dead DLC Where you can get legend buildings everything else i agree with And Also Maybe Instead of the Culture diverging whatever culture you have should Hybridize with the Greek culture And Take certain Greek traditions also maybe a custom tradition for Atlantis that only comes when you make the Atlantian culture
