German Volunteers?
Do I miss something or is there really no way for Germany to send Volunteers to Spain?

It's fixed at least in that way, that it's no longer forbidden as a rule.
But in the screen it doesn't show your Army Groups, so you can't actually send Volunteers.
Needs further fixng though :D
