It's the same for every PM. You need to pick those options in the occupation events: rebuild the Montanan and Idahoan armies from the ground up, refuse to cut deals with militias and support a decentralized government. The Canadian military will then depart and random democratic leaders will lead both countries (they're always randomly picked).
