Suggestions
I have 2,
1. Make him able to use Bracing.
2. Give him more moves

more moves means more wait time. he said he kept it that small as to not have it drag out

delete or lower the music when the goon hustles, i don't enjoy my ears being violated like that

more moves means more processing power the ai requires to determine if use of the move is prudent. The more moves added, the longer you'll wait between each lock in before the action occurs.

im aware of this but giving him OP moves means that he will be able to stand more of a chance

I like this mod a lot, there's another AI mod that hardly functions at all, all I'd like to see is more characters ported, or a general solution for every one that doesn't blow up the game.

he needs a projectile and some larger hitbox moves. the projectile will be a big difference so he won't have to do a weak approach.

He definitely struggles super hard against anyone with decent ranged abilities.

I want to suggest a way for Goon to predict the opponents moves better. I'd suggest doing this by making it able to memorize how often an opponent uses a move in neutral. The more often the more likely it is to be predicted, ofc this should be adjusted based on difficulty

Also as others have said, he needs more moves. I'd at least give him more supers and 3 more special moves. Rn he doesn't have much in those areas and this would help greatly
