Patina style and wear
Using Patina style is necessary for controlling the specular (shiny highlights) without having the finish scrape off as a cheap paint effect.
Patina style only accumulates grime, oxidization and aging discolouration, not heavy scratches or scuffing, think the Brass, Rust Coat or Desert Eagle's Pilot and Hand Cannon skins.
Wear is another thing, 55% of the total gamut is Battle Scarred; 45-100%, while Factory New only has the first 7%.
Trying to mitigate the heavily BS variation turning black-and-compression-artifact means a lot less variance at lesser wear, because people pay for keys, having a completely useless skin as a possibility is not on.
Also the workbench lighting doesn't really allow the shininess of the skin to show.

You'll have to ask Valve. Seemed they were after a more subtle type of skin.
