Fix 1.16
I quickly fixed the main bugs with this mod :

1. The toggle icon position

## Suggestions / Current Situation toggle button button = { name = "suggestions_button" parentanchor = top|hcenter size = { 79 69 } position = { 0 -5 }

The position is now -5

2. The missing background

- letter_event_pattern_big.dds
- tile_letter_shadow.dds
- tile_letter_flat.dds
Are now in gfx/interface/skinned/windows_letter

Add size = { 322 544 } in the two widgets to display 'letter_event_pattern_big.dds'
