The Cap'n Calamari -and similiar looking cosmetics- are based off of Davy Jones, an entirely different fictional character. A qoute taken directly from the official TF2 wiki is as follows:

But, yeah, I can see why people would see this as similiar to the other Pyro/Demoman cosmetics, though that Halloween Pyro cosmetic (I believe its called ''The Creature From The Deep'') doesn't look like an octopus, it looks like sewage piping strapped to the Pyro's face (not this item, this is a completely different cosmetic I'm talking about). I always thought that one was a bit lazy on design, like the kind of Workshop items that end up on the dreaded ''Incompatible'' list.
