First off, great mod! It's much nicer to have a single atomizer handling all the waste than an array of dozens.
Would it be possible to add support for the Toxic waste network from the mod Vanilla Chemfuel Expanded - Unofficial Expansion?

As a sanity check, this was tested in a Developer mode Dev quicktest with the following mods and load order:
Harmony, Core, Royalty, Ideology, Biotech, Anomaly, Hugslib, XML Extensions, Controlled Atomizer, Vanilla Expanded Framework, Vanilla Chemfuel Expanded, and Vanilla Chemfuel Expanded - Unofficial Expansion
Would it be possible to connect the toxic waste pipes to Biotech's wastepack atomizer? Color me crazy, but I like how Biotech's atomizer looks when it's working. ^^;

Since the comp the wastepack atomizer uses is:
CompProperties_Atomizer and not CompProperties_Refuelable like the one Waste Detoxifier uses
My suggestion would be to give it some gizmo's like heaters & coolers have, allowing you to set it's speed/power use low/standard/high/extreme/ultra with exponentially increasing power draw. Maybe make it so it can only be changed infrequently so you have to commit to the setting you pick for a while rather than micromanage it.
Possibly add some extra consequences to the highest levels like some heat output that has to be dealt with, or attracting mech raids.

What you say sounds interesting, and it could be a very interesting mod to do, when I have free time I will see if I do it
