Need Help with NPC spawn

I am trying to get this mod to work in multiplayer but whenever I load in its just a bunch of zombies and no people. I do have other mods enabled so I am not sure if that is the problem.

Requirements:
- Day One
- Bandits
- Mod Options

Add those to the server settings for Workshop and Mods and set date to default, July 9 @ 9AM
