Bumpers are only categorized between "Stock", "Custom", "Performance, "Offroad" and "Police".
By heavy-duty wheels do you mean the "Offroad" and/or "Commercial" wheels introduced by Filibuster?
Either way, I believe you're just being victim to RNG. Sometimes you don't find things, other times you do. I haven't updated the mod recently.
Could you look into the bumpers though? As I said, I'm finding standards and sports, both regular and performance, but nothing heavy-duty.
Unfortunately, I don't have my computer with me right now and can't update the mod until later this year. What you can do in the meantime, if you're willing, is correct it manually yourself. When I update the mod later this year it won't make a difference to your game as it will already have the correction.
The file you need to correct is called z-LD_newProceduralDistributions.lua, located in "(steamlibrary)\steamapps\workshop\content\108600\3335624970\mods\LootDistributionFRUC\media\lua\server\Items".
You just need to correct one thing. In the line 326, where it says "ProceduralDistributions.list.MechanicShelfBumpers2FR" it should say "ProceduralDistributions.list.MechanicShelfBumpers3FR".
This way you'll have three ProcDistrLists for MechanicShelfBumpers: type 1, 2 and 3.
Sorry for the late finding but it's been a while since I've looked at this.
P.S: You can use something like notepad++ to quickly check the line you need to change.
