Suggestion
Propose a new resolution.

"GalCom Capital" Resolution tree


-> Centralized Capital
--> The GalCom will choose one member empire to host the galactic capital indefinetely.

-> Moving Capital
--> The GalCom's capital moves every ten years and the host is chosen by a vote

-> Custodian Capital
--> The Custodian will host the capital for its term, afterwards a vote for moving is held.


-> Capital of Freedom
--> The Capital is a neutral zone for all, thus there are no borders allowed and everyone comes.

-> Capital of Power
--> The Capital is a planet-wide lobby for the most influencial individuals and groups in the galaxy.

-> Capital of Delegates
-->The Capital is overrun by politicians and paperwork, the senate is slow but grants more power.

-> Capital of Lightyears
--> To maximize efficiency, the senate is a chamber of holograms - better not pull the plug ;)


If you want to, I can write a few lines for each resolution and their effects.
Border Control Resolutions:

Shared Spaces:
- Reduces border friction by (-x%), reduces monthly influence per shared border

Territorial Rights
- Empires with systems claimed by other empires gain the 'Revoke Claims' Casus Belli, removes all claims by opposing empire and +50% claim influence cost for 10 years

Freedom of Navigation
- Closing borders to GalCom members is banned; reduces Xenophobic ethics attraction

Rapid Response
- Faster ship speed through GalCom space; even faster during crisis; increased military ship upkeep

A Common Future
- Improved commercial, migration, and research pact efficiencies for every empire with opened borders; up to 5% increased energy, food, and consumer goods upkeep

I am not quite sure what you mean by some of these, so that would be much appreciated. Having a community capital sounds cool though. Also, I assume these resolutions would function much the same as the pre-ftl resolutions? (As in, only one of them can be active at the same time)

Yes, I would make it so that only one of the three Capital location resolutions and one of the Capital type resolutions can be active atst. Where exactly do you have questions?

I'd like to suggest some dystopian resolutions, like those empowering the rich or for example, making the slaves' lives even more miserable. Specifically, resolutions that stratify the society

Idk how would such resolution be named or what modifier would it have but there is a mod called NGS that had similar resolution but idk if it's even updated
