Whenever i launch vtol from the mod menu the f-16 doesn't pop up in the campaign menu

Lack of flap settings (??)

I've looked around the entirety of the cockpit and I can't find a way to modify my flaps' angle. Am I just missing something? Or is there no way to change them.
