Once you do both the scripted Soviet peace deal thats apart of RK+, and the Treaty of Cologne, youll get an event about the dissolution of the Axis. After the Axis dissolves you'll be able to take a decision to form the Volkspakt

I only got the armestice, not the treaty. What is the cheat to trigger the event?
