Probably missing something obvious but as Germany managed to win the first NATO Leadership election and got an event popping up confirming it. However despite the event mentioning it I haven't gotten any NATO decisions leaving me stuck at awful NATO unity. Is there any way to force the NATO decisions to become available or boost NATO unity or is this run stuffed?
