Even at 30% Liberal faction influence the monthly societal development still shows as 0.0%.
Also, for the family values media campaign, are the effects supposed to disappear after it's over?
At the moment I can just reduce the monthly population debuff by 10% and then it just resets so it's impossible to make progress on.
