Mods stops AI from starting wars

I literally started this game first time and launched it with mods so I can learn and have fun. This mod stopped ai from making wars and I was rubbing my head why there are no wars, this game is bad etc... and it was your mod doing this.

i might've tweaked AI from not starting wars, I'll look into it
