looks like a weapon that would decrease movement speed but increase damage when standing still.

charge is always at max but non head shots will make you marked for death until you switch class or die
Due to the model being based of the EM-1 I feel like it would work as more of a full-auto rifle for sniper so probably needs a damage decrease probably 30 rounds per magazine and no head shots or random crits

Pros:
can stay scoped in after shooting
-75% reload spread after a head shot.

Cons:
-20% damage. (minimum 40 and max 120 to body. minimum 120 and max 360 to head)
heres my idea: It fires in semi auto, but charge only increases accuracy, not damage. Headshots also mini-crit, instead of fully critting. it has -15% accuracy by default unless fully charged.
