update: after further testing there may be another conflict or bug with similar symptoms, normal forms of recreations work as normal but reading books has a similar looping behavior as before
My other guess is that having too few recreation options causes issues. For example, if you only have a chess table and a horseshoe pin, the pawns quickly fill up their Dexterity and Cerebral recreation needs, making those activities "boring." As a result, they are forced to switch activities immediately.
It doesn't resolve itself by returning to main menu, but reloading the game seems to fix it (for a little while, anyways).
here's my logs

@ShadowH4nD Thanks, good to know! It's can happen with some mods that modify recreation, but if you can take a look at albany_'s above pastebin and see if you share some mods, that might help. You could also do the advice I mentioned here to albany_ to try and narrow it down.
i noticed that a save and load does not fix it, however reordering my mod list would fix it for a good while, then it will happen once again. at the time of writing im loading rec when idle after red performance and will see if that helps it. again after reordering the modlist the loop will stop. it may be just the restarting of the game the fixes it, no clue.
Edit: Took a while to happen again, but its good ol adage of turning it off and on again :)
if I am able to recreate it ill let you know.
