I think that wildwolf's talking about jarate. With melee weapons you need to know where exactly the spy is to be able to hit them, but with AoE spy-revealing substances you can just approximate.
Though we must remember that the Pyro exists.
Why would Valve add something that removes the use for one of their classes?

It's plain to see that the Engineer is not an anti spy class, he does not need to be able to have such a great advantage over spy like seeing where a spy is when cloaked. That is indeed the whole point of cloaking. And cloaking already is balanced. It takes time to cloak and decloak, it makes noise to do so, if you bump someone then you "blink", cloak can run out, and if you use metal to replanish your cloak an aware enemy can notice this. It would negate the Invis and Cloak and Dagger watches, while probably still having the DR be useful (because of damage resistance). As well may I remind you once more that Pyro exists.
It is also self evident that one class should not have the ability to negate one off their massive downfalls. For example, what if there was a way where Pyro could also have an item that prevented headshots? This wouldn't be the best idea because the Pyro is a short range class, giving him protection at long ranged attacks (like headshots) negates one of the Pyros disadvantages. A Pyro should instead rely on a Medic, or his team sniper, or even his team spy to take out the other sniper. An Engineer should rely on his team Pyro, or his wit (listening, checking often, sentry placement, such and so on), to negate a spy because in truth the spy is meant to counter the Engineer, and so the Engineer should not be excessively armed and able to locate and counter the spy.
It is not advantageous to game play to have classes being able to cover their weaknesses without massive sacrifice to their strengths. A FANTASTICAL example of this is the Amputator. While holding out the Amputator as Medic one regenerates (around) 3 hp per second, making death by after burn impossible as you regenerate more than the flames of after burn can hurt you. As well, you can quickly (relatively) regenerate health with it out. However with this comes the disadvantage of two things, you melee damage potential is significantly reduced, as well you cannot heal people because it requires one to have the item "out" for the regeneration to take effect. You can still heal people if you taunt, and it is an AOE healing effect, however it leaves you massively exposed to every class, and heavily vulnerable to a shift in battle.
I would be ever so grateful if people (or ponies :p) would stop trying to take power away from spy, especially in his ability to be stealthy, and or tampering with their main roles alongside their advantages and disadvantages of being that classes.
And by this I mean no offense, I simply wish to sort of... give a new perspective to those seeking new weapons or such to be added to TF2. And of course take this all with a pinch of salt.
