Hey, the author of the original addon left a comment.
One guy asked if I could translate this addon and I went for it no hesitation.
Turns out the OG author doesn't want reuploads. I didn't look at his addon description.

We'll see what happens, It would be a shame to lose the only ENG translation to otherwise GREAT addon.

In any case, at your discretion, you can save this addon for yourself if you fear its deletion.

1. find Gmod workshop folder.
C:\Program Files (x86)\Steam\steamapps\workshop\content\4000

2. search for "3373787891" and open folder to find .gma of this addon.

3. right click Gmod, then browse local files, to find yourself here.
C:\Program Files (x86)\Steam\steamapps\common\GarrysMod

4. go to bin folder.
C:\Program Files (x86)\Steam\steamapps\common\GarrysMod\bin

5 find gmad app.

6. put the .gma over the gmad app, it should run cmd and unpack gma into regular folder, back inside the workshop 3373787891 folder.

7. grab this unpacked addon folder and put it here.
C:\Program Files (x86)\Steam\steamapps\common\GarrysMod\garrysmod\addons

8. Done, addon will still work but now it is not attached to workshop so it won't get removed.
