Upcoming changes:
- fix for the transfer gathered persons to "dormitory" during inactivity time.
- add possibility to cover more then one sector by one rescuer ship
- possibility to use the oxygen remaining time as priority to rescue

Added a new "Fleet support" mode. If Home station is not set - the Fleet support mode is enabled.
