try this
C:\Program Files (x86)\Steam\steamapps\common\Rain World\RainWorld_Data\StreamingAssets > enabledMods.txt
in the txt add: [WORKSHOP]C:\Program Files (x86)\Steam\steamapps\workshop\content\312520\3388224007 and save
the idea here is to activated the mod manually. You can search the mod in the workshop folder in your pc and past in the txt.
3388224007 - is the mod folder in my pc, idk is the same for everyone
