Is this a skyrim reference?
I'm mostly saying this because it looks like the iron warhammer in skyrim. (I dunno)

It looks nothing like the weapon. In fact, it looks a bit more like a realistic warhammer would, or rather like an oversized lucerne hammer.
EDIT: Of course it is possible, even probable that the Skyrim weapon is based off said lucerne hammer.

I'm not quite sure if this IS a Skyrim reference or not, it does look a bit like it but it's not like it's gonna have MAGICAL effects on it.Or is it?

No, it does not. Compare the two for a second and pull up an image of a lucerne hammer. The difference is clear.
Acutlly, it can be both. Skyrim or Chivarly Medieval Warfare.
