Final suggestion: If sound doesn't matter, try localized physics for air pockets.
https://youtu.be/f-kYyxPB2eY
As you can see in the video, without any other addons, just the airpocket tool itself, it appears to actually change nothing visually, and the sound is still muffled. Which is weird - because with my other addons installed, it does seem to edit the water appearance while inside the air pocket, as you can see from these screenshots here:

I can disable Draw Water to temporarily achieve the effect i'm kind of looking for - still does not unmuffle the audio tho ofc - and then edit around it in post to make it seem a little more "seamless".
The addons I have that I thought may be affecting this (until I disabled them all) are primarily Extended Render, Endiving, and gWeather.
Also, per the description, I've made sure dsp_water is set to 14 although that appears to be the default.
However, just now I realized that I never tested the addon for singleplayer, so try setting it to multiplayer and I'll try to fix that right now if that is the issue.
EDIT: FIXED IT!!!
Just tested and confirmed that it is working normally again, excellent dev work!
