Bandits shooting me in shop for nothing

In west point gun store, NPc's will randomly attack me, despite me not doing anything wrong, just wanting to buy a gun on day 1.

Each time I'm there, the two guys behind the counter are instantly aggressive even though many of the people there are grabbing stuff in the counters. They both seem to be stuck in the wall counters until I approach them.
