Cao Pi

Ability: A Discourse on Literature
+50% Production towards Campus district and its buildings;
Campus buildings have 2 slots for Great Works of Writing.
Receive a free Great Writer for every 7 Campus districts after researching the Drama and Poetry civic, up to 7 Great Writers.

Agenda: Literati Disparagement
Likes civilizations that do not compete with him for Great Works.
Dislikes civilziations that compete with him for Great Works.

Gongsun Du

Ability: Liaodong Expansions
While controlling less than 4 cities, +25% Production towards Settlers, and Settlers receive +4 Movement.
While controlling at least 4 cities, +25% Production towards combat units, and combat units receive +4 Combat Strength when fighting outside home territory.

Agenda: Kingship of Liao
Likes civilizations that recruit few Great People, and are not his neighbors.
Dislikes neighbors with low Culture output.

Gongsun Zan

Ability: White Horse Commander
Cavalry units may move after attacking, and attack an additional time per turn (ranged cavalry units receive -10 Ranged Strength when attacking non-Barbarian units).
Gain the White Horse Companion unique unit with Horseback Riding.

Agenda: Bold and Unyielding
Likes civilizations with a strong army and actively disperse Barbarian Outposts.
Disikes peaceful civilizations that do not actively disperse Barbarian Outposts.

Unique Unit: White Horse Companion
Chinese unique Classical Era unit when Gongsun Zan is their leader.
Earns experience 50% faster.
+2 Combat Strength for each Military policy slotted in the current government.
Receives experience bonus from Stables.
+1 Range after researching the Stirrups technology.

Kong Rong

Ability: Propriety of Courtesy
Kong Rong and his allies receive a copy of Pear, and luxury resources in their territories provide Amenity to 2 extra cities.
Happy cities provide +10% Culture, doubled if Ecstatic.

Agenda: Love of Talents and Liquor
Likes peaceful civilizations with high Culture output and Amenities.
Dislikes warmongers with low Culture output and Amenities.

Liu Shan

Ability: Four Ministers
Gains 4 Governor titles after researching the Code of Laws civic.
Has access to a unique governor, Zhuge Liang, the Crouching Dragon.

Agenda: Governance without Interference
Likes peaceful civilizations.
Dislikes warmongers.

Unique Governor: Zhuge Liang, the Crouching Dragon
Same ability as he served Liu Bei.
It takes three visits to awaken the Crouching Dragon, but his abilities are extremely impactful, and each ability includes a permanent effect.
Basic Promotion (3): Third Visit PERMANENT EFFECT: +1 level of Diplomatic Visibility. This city receives +2 Amenities, +4 Housing and +8 Loyalty per turn. Ultimate Promotion (1): Code of Shu PERMANENT EFFECT: All Military policy slots are converted into Wildcard slots. This city gains +2 city garrison Combat Strength per Military policy, and +2% to all yields per non-Military policy. Ultimate Promotion (2): Military Innovations PERMANENT EFFECT: The Eight Formations Array unique improvement can be built in all cities. Ranged units trained in this city gain +1 additional attack per turn, but -10 Ranged Strength. Ultimate Promotion (3): Border Pacification PERMANENT EFFECT: Foreign cities skip the Free City step to join your Empire. Each Citizen in this city exerts +0.5 Loyalty pressure.

Liu Yan

Ability: Partitionist of Yizhou
Units receive +1 Movement and +3 Combat Strength on Hills; these bonuses are doubled in home territory.
Grants a copy of Silk for every 4 districts on Hills, up to 4 copies of Silk.
(If Dynasty Uniques is active, he receives Shu Brocade instead of Silk.)

Agenda: From Regional Inspectors to Governors
Likes civilizations that wage war on their neighbors, provided they are not his neighbors.

Liu Yao

Ability: Pactkeeper of Yangzhou
+50% Influence point, and an additional +50% for the highest active Alliance level.
Levying city-state units costs 50% less Gold.

Agenda: Refined Fame
Likes civilizations that form Alliance with others and do not attack City-States.
Dislikes civilizations that attack City-States.

Liu Yu

Ability: Peacemaker of Youzhou
Begins at peace with Barbarians.
Commercial Hubs start with a Market and a Trader.
Envoys sent to city-states Liu Yu has a Trade Route to count as two Envoys.

Agenda: Han-Hu Market
Likes peaceful civilizations that do not actively disperse Barbarian Outposts.
Dislikes civilizations with a strong army and actively disperse Barbarian Outposts.

Lü Bu

Ability: Beast Without Equal
Settling the first city grants Lü Bu himself.
When recruiting a Great General, replaces it with 2 light cavalry units;
after triggering this effect for the first time, Lü Bu and cavalry units receive +1 Movement and pillaging costs only 1 Movement.

Agenda: Traitorous Allegiances
Pursues war and pillage, and likes civilizations who do the same, provided they are not his neighbors.

Unique Unit: Lü Bu
Has base Combat Strength equal to the strongest unit your cities have produced.
When killed, retreats with 1 HP to the Capital.
Can move after attacking.
Adjacent enemy units receive -5 Combat Strength;
this penalty is doubled after capturing the first original Capital.

Ma Teng

Ability: Xiliang Cavalry
Cavalry units receive +1 Movement and start with a free promotion.
Training or purchasing a light cavalry unit grants a Barbarian Horseman.

Agenda: Champion of the Westland
Likes civilizations with a strong army and Stables.
Dislikes civilizations with a weak army and no Stables.

Meng Huo

Ability: Warchief of Nanzhong
Units within 7 tiles of home territory receive +7 HP healing, and ignore Movement and sight penalties from terrains and features.
Receive units based on the total number of Tribal Village explored and Barbarian Outpost dispersed:
  • 1: Scout
  • 2: Warrior
  • 3: Archer
  • 4: Horseman
  • 5: Nanzhong Poison Archer
  • 6: Nanzhong War Elephant
  • 7: Nanzhong Rattan Soldier

Agenda: Champion of the Westland
Pursues war and pillage, and likes civilizations who do the same, provided they are not his neighbors.

Unique Unit: Nanzhong Poison Archer
Chinese unique unit when Meng Huo is their leader.
+5 Ranged Strength when attacking wounded units.

Unique Unit: Nanzhong War Elephant
Chinese unique unit when Meng Huo is their leader.
Adjacent enemies receive -5 Combat Strength.

Unique Unit: Nanzhong Rattan Soldier
Chinese unique unit when Meng Huo is their leader.
+10 Combat Strength when defending, until any civilization has researched the Gunpowder technology.
Heals at the end of every turn, even after moving or attacking.

Shi Xie

Ability: Jiaozhi Enlightenment
May build districts on Woods, Rainforests and Marshes; districts on these features provide +1 Amenity.
Building the first Campus, Theater Square and Commercial Hub on each of these features grant an Eureka, an Inspiration and +1 Trade Route capacity, respectively.

Agenda: Sĩ Vương
Likes civilizations with many districts and strong armies.
Dislikes civilizations with few districts.

Sun Ce

Ability: Young Conqueror
Gains a Tiger Retinue Cavalry unit when settling or capturing a city.
Gains a Tiger Retinue Warship unit when completing a Harbor or capturing a city with a Harbor.
May spend Governor titles to gain additional Tiger Retinue Cavalry units.
Units receive +1 Movement in enemy territory after researching the Military Tradition civic.

Agenda: Sharpened Ferocity
Likes civilizations with a large army, provided that they are not his neighbors and do not spread their Religions in his territory.

Unique Unit: Tiger Retinue Cavalry/Warship
Chinese unique unit when Sun Ce is their leader.
Powerful cavalry/naval melee unit with 30 turns of Lifespan, and cannot be upgraded or promoted.
Has base Combat Strength equal to the strongest unit your cities have produced.
Can move after attacking.
+5 Combat Strength when attacking, and deals full damage to the city's walls.

Sun Jian

Ability: Lone Vanguard
Combat units do not suffer combat penalties when damaged, and receive +5 Combat Strength when performing melee attacks while flanked.
Gains a Relic after conquering the first original Capital (if there is an available slot).
Units receive +1 Movement in enemy territory after researching the Military Tradition civic.

Agenda: General Who Destroys Barbarians
Actively seeks out and clears Barbarian Outposts.
Likes peaceful civilizations that do not pillage.
Dislikes warmongers that pillage.

Tao Qian

Ability: Administrator of Xuzhou
Tao Qian and his allies' international Trade Routes provide +50% Gold.
Tao Qian and his enemies receive +50% yields from pillaging, coastal raids and plundering Trade Routes.
City with the Government Plaza gains access to projects to sacrifice one of his leader abilities to gain a Governor title and heal all units completely.
("The ability to perform projects of forgoing abilities" is also an ability that can be sacrificed)

Agenda: Calmness and Cruelty
Likes peaceful civilizations with low Gold output.
Dislikes warmongers with high Gold output.

Zhang Lu

Ability: Five Pecks of Rice
Founded cities start with a free Granary.
Cities with a Holy Site provide +0.5 Faith for every Population, and +1 Great Prophet point for every 5 Population (up to +5 Great Prophet points).

Agenda: Charity Granaries
Likes civilizations with high Population and Faith output.
Dislikes civilizations with low Population and Faith output.
