You should put in a cap to hospitals, the AI and private construction seem to think it is very profitable, seen a game with Germany focusing on hospitals and having 100+ in one state

Maybe perhaps make the cap dependent on tech or health institution?

I was making the AI selection values stronger based on population and pollution, but I forgot that they would remain strengthened even if the number of buildings increased, so I'll try eliminating them for now and see how it goes.

For now, after fixing the above part, construction has calmed down.

Thanks for the quick update on that, I will try it out in my next game and see how the AI reacts to the new changes

(I removed the building because I couldn't figure out how to implement a limit, thats the reason how I got wind of your update since the building just reappeared in my game xP)
The tooltip for "Policing Support" states it increases liberty desire. Is that intended?

I thought that if we were forced by the overoad state to maintain military security, liberty desire would increase.
