It looks like a cross-breed of a Rocket Launcher, a Sticky Jumper, and a Grenade Launcher. But here's the stats
Pros:
+20% Blast Radius
-25% Sticky Jumping Damage To Self
Fires a special grenade/sticky that sticks to enemy players and detonate after .8 seconds after it is stickied onto the enemy

Cons:
-15% Speed on Wearer
+25% Damage taken to air-borne attacks on Wearer
Cannot deploy when you are air-borne
