I am not sure what is meant by download locally. I put the folder that the front page told me to download and ive put it into my addons folder. It does not work however, i cannot see the tf2 HUD, (just gmod default) and I dont get any weapons even after changing class multliple times.

I had no other addons enabled.

Steps to reproduce :
Download the pack on steam, download the extra file and put it into your addons folder. (Whether its extracted or not makes no difference)
Play and see it does not work.
