Mannualy eddit their max lvl cap and LEADER_TRAIT_SELECTION_LEVELS in defines.txt

It's not needed for now.
I uploaded new version with renamed - by adding certain Chinese characters - mod file.
With this change, when placing my mod as low as possible and activating these two mods, everything began to work as it should.
