I want this! Maybe this stats?

I really like this weapon! And i think this could able something like "spy jumping". Here are the stats for me:
-90% clip
-15% Weapon Switch speed
-90% Damage
+It launches a proyectile. If it hits someone, he goes flying or knocbacked.
+Right click while deployed: Taking damage opens the umbrella and you go flying.
