Report a translation problem
First is that the generation event literally seems to be just setup incorrectly? First there is no namespace declared in the event file so the event literally doesn't exist for the game you'd need to add namespace = aom_norse_artifact_generation above the event you have in the files.
Strangely enough you have the on_action referencing aom_artifact_generation which you didn't even name the event you named it aom_norse_artifact_generation in the files.
Also you need to give a number to a event so it would need to be something like aom_norse_artifact_generation.001 instead of just aom_norse_artifact_generation.
Also a load of modifier errors and files saved with incorrect encoding(Using UTF-8 instead of UTF-8 with BOM mainly)
Just fixing the issues with the on_action referencing a invalid event and the event itself not existing caused my game to instantly speed back up to normal speeds and caused the artifacts to actually spawn naturally without using the debug decision.
@YelLoWyiN try going to steamfolder\steamapps\workshop\content\1158310\3481270592\events\artifacts on the drive you have CK3 installed on and deleting the aom_artifact_events.txt file and see if that fixes your issue it's how I fixed it for me.
