Mobster VIP
It's amazing, but it could be better...
Problem: A player becomes the morbidly obese Italian-American mob boss by touching a floating tommy gun in spawn or a captured checkpoint. This is problematic because there's bound to be that one guy who doesn't cooperate & just camps near the tommy's spawn the whole game, then participates in the battle.

Solution: Randomly decide who gets to be the Mobster, & do either of the following:

1. Do what TF2 Classic does with the Civilian & have players votekick whoever's playing him if said player is AFK or non-cooperative.

2. Input a time limit that removes Mobster from any AFK player who doesn't move an inch for like 10 seconds or something. As for who becomes the Mobster after the chosen player dies, a random player is announced to become him next in five seconds, causing them to respawn as him.

3. Have the tommy gun drop from the player, allowing others to carry on as him. If it isn't picked up in time, it'll respawn at spawn or a checkpoint.

These may not work out, but something's gotta be done.

Problem: This is more my opinion, but I think the Mobster is a bit overpowered. For one, he has the highest amount of health out of all classes at 500hp (550 with overheal). The overheal in this case is reasonable since you've fed this guy too much of his mom's spaghetti or something, but seriously, why 500hp?

Solution: Make him have 300hp (450 with overheal) like heavy, & just give him passive damage resistance. Not sure if it's that good an idea, but again, its just my opinion.

Even with 500, I find him incredibly fun to play as.

Problems aside, this is the most fun I've had playing TF2 in a while. I'm not sure if it'll actually get added into base TF2, so if that fails, there's always room in the community servers, or even TF2 Classic (once it gets released of course).

Many of the proposed solutions (e.g. dropping the pickup at the spot instead of the spawn) were either tried or at least considered. This includes selecting the VIP at random.

We're still looking for ways to improve the current system to discourage camping, as the pickup system solves several problems.
