I'm not currently planning to include indoor prison spawns in any of the major buildings (Rosewood, Louisville, Brandenburg) for two main technical reasons: it would disable the zombie spawns inside the buildings, which removes any challenge altogether, and many doors in those prisons are also locked at random, which might soft-lock some players from getting out. Working around these issues would take too much extra time, and potentially cause additional bugs and mod compatibility issues.
This mod is envisioned as an alternative vanilla start, simply aiming to change the typical character spawn to an escaped inmate, and adding some flavor text and items.
Hope that makes sense.
