Stats for the Jury Rig
PLZ READ I KNOW ITS A LOT (its like a giant essay like seriously) BUT IT DESCRIBES almost ALL POSSIBILITES ON MY JURY RIG

STATS

I think because it should be more like the Rescue Ranger engi shotgun bolts but insted:
+20% damage
+projectile penetrate on hit
+every 3 shots there is a crit (like engis gunslinger)
-50% spread
-no random crits
-16% smaller clip (5 rounds per clip)
normal shots do normal damage + the 20% more damage (scatter gun total shot damage + 20%)
crits do normal crit damage + the 20% more damage (scatter gun total shot damage + 20%)

POSSIBLITIES AND BALANCING

Before i go on any further you maybe (NOTICE I SAID MAYBE!!! this means it might not apply to you. if this doesnt apply to you then you might want to skip this paragraph, or read it anyways) saying "well that every 3 shots thing will be WAY too op for the game!" but because of the less spread you are more likely to hit. The you might say, "what if someone will delibretly shoot 3 times to get a crit?" I counter argue with the fact that you have to get 2 hits to get that 3 shot crit which means you got 4 tries to get 2 shots to hit, but if you reload, it will reset when you get a crit so reload carefully. When you get a crit ready it will be like a Diamondback revolver for spy where it will show you weapon crit charged. If you happen to get that 3rd crit shot to hit it wouldnt count as a hit towards your next crit meaning you only got one crit be clip. Does that sound fair to you (to me it does ;) )?

I believe this is fair because of the less spread you need to time your shots. The less spread also means you have to hit more often. Also the bolts will be projectiles and will arch the same way as engis Rescue Ranger. This means even when your dead you can still get kills. The 5 round clip also helps balance things out. If you do get a penetration kill it will show the same penetration kill icon for 2 body shot kill on the kill feed and will play that really load sound when you get the penetration kill like the machinema.
If a medic does kritskrieg charge you every round will penetrate like normal. Mini-crits will do normal total scatter gun damage +20% damage, but the shots will not penetrate. This also means that you can be a "sniper scout" shooting from long range because of the shots and less spread meaning you can play scout a whole new way (lazy or not lazy). If you don't want to be a "sniper scout" this means you will have to play a whole new scout because you have to time your shots correctly or else you will have a high chance of missing. I believe by teaching these skills (timing and sniping) can teach you to play a better scout (being more accurate), soldier, or sniper (huntsman).

CRAFTING, ACHIEVEMENTS, etc.

I also have crafting ideas if this is any help:
1 Machinema (penetration and damage) + 1 Rescue Ranger (bolt amunition and smaller clip) + 1 Gunslinger (crit every 3 shots but no random crits) = The Jury Rig

Achievents could include but are not limited to:
Get 25 kills after dieing in your whole career
Get 5 penetrating kill (penetrate another player and get a kill) in your whole career
Get 50 crit kills with the Jury Rig in your Whole career
Get 5 kills in a row in one life
Like I said, it was like an essay about all possibilities with my Jury Rig
