the Imperial 1-L tank isn't buildable at light factories. Is this a bug or an intended roster choice?

Intentional roster choice. It was not tarkin doctrine enough

Fair enough, the rocket AT-ST and the smaller pod is objectively better and more fun, just felt a little odd to be playing EA without the full Imperial class tank line.
