This should be a melee item to go eith the sent to add to the stats because most other melee weapons for heavy would cover them.

Agreed. This'll clip through other heavy melees that are also gloves. And they're basically always gloves!

And now for my noobish stats section of the post:
[Passive]
+ Scout equivilent run speed (nerfed by 10% or 5%)
- Base hitpoints down by 40%
- Above effects do not apply while reving up a minigun (excluding Tomislav)
+ can equip shotguns (excluding non-heavy shotguns) as primary. (Actually, why not let heavy do that by default? If not, disreguard this stat.)
[Active]
+ Taunt similar to Scout's usual pistol taunt
+ Double-jump

Anyways, Valve can figure out if they can combine the set's misc into two different items or not.

Nope. Just nope. Why not just play a Scout then?
Classes gotta be distinct.
You might be able to get away with it being a reskin of the Gloves of running urgently, one that's always visible if not "active", but that's about it.

You might be able to get away with it being a reskin of the Gloves of running urgently, one that's always visible if not "active", but that's about it.

Ok then, but with the way I play scout I'm easily stymied by sentries, burned by sneaky pyros, and so on. Though I still like my idea better but with more salt.
The reskin idea works too, but it dodges being unique... and by unique I mean blatant passives that semi-overpower the heavy. Still, Valve does thing that we can't.
