The Poacher's Pride
Balance : Over Powered? or Freshly Balanced
The rifle and the saber both make the sniper a class to be reckoned with. If you had read my post on what i had to say about it in the other Discussions, i had stated that the item causes the Sniper to play as a Powerclass in the heats of battle, and formulate Skilled snipers to become Weapons of Destruction with the stats these weapons offer

Example

Primary #1 : Bazaar's Bargain
-Headshots <----, causes this rifle to charge up faster and put out more damage per scope
-Only Downside is the slower charge rate that can be easily negated from aformentioned stat

Primary #2 : Poachers Pride
-HipFires (all you need to know so far)
-deals 160 Headshot damage and can kill a heavy in a single clip
-Fires extremely quick (as fast as mouse can be clicked [imagine if it had Infinite Ammo])
-Downsides include a Movement Penalty during reload, uses Clip-Based Magazines, No Charge Rate, or a scope

Secondary #1 : Jarate
-Causes Enemy to take Mini-Crits
-Short Circuits Enemy Spy Cloaking devices
-Able to extinguish burning allies, including the sniper

Secondary #2 : Darwin's Danger shield
-Gives the Sniper 25 Additional health points (150 hp)
-Gives 1 Headshot resistance if health is above 147
-only 2 downsides : Increased Explosive Damage and Decrease in Total Fire Power Carried

Melee Slot : The Saber
-Stores Critical Hits on Headshot
-Critical Hits Deal standard 195 damage
-Downsides include No Random Critical Hits and a small damage penalty if not dealing Critical Hits

Why its OP
-Causes Snipers to have abnormal amounts of fire power from Primary and Melee weapons
-Increases Difficulty in taking out a SUPPORT class
-Lacks Game Changing Downside
-Gives Sniper the Easiest way to deal alot of damage
-Causes snipers to be as strong as Power Classes
-Can perform solo combat if given chances to store fire power
-Extremely easy for snipers to recieve rewards (Criticals and Kills)
-Causes Sniper to become Priority Targets by Offensive or Defensive classes
-Can 1v1 any class
-Abnormally Dangerous, Thats it...

Tell me what you think, Valve has Balance Etiquette and expectations on how the items would affect Gameplay and Team roles
