I honestly think there needs to be a secondary item for this set. Ether a reskin for a current Sniper secondary weapon, or a new one altogether. I actually have two ideas for a possible secondary weapon myself.

Two revolvers, one based on an 8 shot .38 ACP Webley-Fosbery Automatic Revolver[en.wikipedia.org] & the other based off of the 9 shot LeMat Revolver[en.wikipedia.org] in a top break cartridge-fed design[www.johnnyringo.net] as seen in the old Johnny Ringo TV series.

I don’t have any stat ideas for the Webley, but I do for the LeMat, or as I like to call it, the Second Shot.

Stats

Holds 9 shots plus a 10th surprise shot in the secondary barrel.
Once you fire all 9 normal rounds the 10th one will fire on the next trigger pull.
Alternatively, you can right-click & fire the surprise shot right off the bat.

Also, there’s this: In the comic book series The League of Extraordinary Gentlemen, the character Allan Quatermain uses a LeMat.
