The mod is bugged?

I try to bomb a settlement an d the ship dosen't take off, when i quit the bombing zone and i get back home to check the sip it's like if it made the bombing run because it dosen't have any fuel, but the pilot and the bombs are still in. I'ts a bug or i am just doing wrong?
