Stats
Pro:
33% Larger clip size
Clip based reload

Cons:
30% Less pellet count
75% Slower Reload

The round cartridge on the gun would seem to hold more bullets and reject the need to individually load the shotgun shells. However, the Scout would not be able to load the bullets as fast as the would need to remove the empty carttidge and replace it with a new one. Additionally the smaller exit on the barrel of the gun would suggest that less bullets would be able to get through. So you sacrifice (for lack of a better term) dps for more bullets and reload time for more convenient bullet storage. Simple, but not overly powerful.

+15% damage taken from all sources (1-shot rocket kill , 1 shot scout melee crit and so on...)

-25% damage range (your point blank dmg is the same, but it drops more the further you are from the enemy)
-30% jump height


Extra :
The weapon is completely silent.
No knockback on the enemy.

Pretty balanced in my opinion, is strong at close range but gets worse at mid-long range fights.
