Report a translation problem
If you save, open without mod and save again, the additional items will be gone
Theoretically that would be possible. There are still problems with items in chests or inventorys however, since there don't have a fixed location in the world but are referenced by the player/chest that contains them.
Also: What if you build a structure where toughstone used to be and then enable the mod?
But as any other mods that add new items don't save items when loading the modded world without the mod, I'm don't really consider this a huge problem.
Look at Minecraft for instance: If you load and save a modded world without the mods, the game either crashes or deletes the modded items. It's the very same "problem"

Uh, i don't know if your PC is actually low on RAM or if there's a infinite recursion going on. I hope not. The thing is, before Klei's DST update everything went fine and now error reports are flooding in. But actually, since it says:

it could be a problem with insufficient RAM.
This happened actually not on Worldgeneration, but right after Worldgeneration:

Also the mod seemed to load fine...

I really don't know what happened there, there might be an infinite recursion somewhere, or maybe you're just getting low on RAM

You have subscribed to Pond Manager, I take it? Even when disabled, that mod still causes world generation to fail. *mind blown*
At the time I was not subscribed to Pond Manager. However, I was able to get it fixed by unsubscribing and resubscribing to this mod.
