Mithridatic wars campaign - Public Order
Similar to my other issue with Alexander campaign, every AI faction has +100 positive order on every region.

Now, the other campaigns seem to be unaffected so it would seem this is only a bug for DEI custom campaigns.

No matter what order/if I use submods, the problem still persists. This also happens on the Alexander campaign.

get rid of all your submods just do dei 1,2,3...there's tons of these questions all the time about why something isn't working and it is always 100% something the user downloaded that's affecting/overwriting the DEI mod. Just get rid of them, very simple

I have already tested this, also doing a clean reinstall twice to see if there's any leftover file. I do not overwrite DEI with anything. I already pointed this out to Kam in the comments, I am fairly sure there's something to do on the campaign side of things for both the new threatres that were created as it only happens on those campaigns .

After a clean reinstall, the behaviour is still the same.

I tried downloading the mod from the page instead of doing the 3 parts from steam and no dice, so again, I think there's an issue with the new campaigns.

This is by design.

Ok, that was what I thought although it seemed weird, is this to add difficulty to the player or something? :steamfacepalm::steamfacepalm:

No, its more so that AI does not know Public Order exists in the game. It does not know how to manage it, if AI gets into negative Public Order, it will not know how to improve it and be stuck with it.
